I saw a not so lucky person today at the side of the road when hubby was driving back from the town. The person with the wheelchair seem to lingering around at the side of a public toilet for quite some times and I saw him approaching a few people that actually ignore him. I was inside the car and stuck in the traffic jam but was unable to help him as its quite far from the scene.

I am wondering is the person on the wheelchair was actually asking help from the passer by so that he can use the public toilet since he been lingering around the public toilet for a few times and what inside my mind right now is that why the government never set a handicapped toilet beside those public toilet?
